Enablers and Barriers to implementing the Quadripartite One Health Joint Plan of Action

Overview

To support the Quadripartite in accelerating the One Health Joint Plan of Action (OH JPA), the One Health High-Level Expert Panel (OHHLEP) has analyzed over 260 inputs to identify the most critical systemic bottlenecks and enablers. This process resulted in 10 high-leverage, interconnected recommendations designed to drive practical, sustainable One Health implementation. Spanning five strategic domains; governance, finance, data, community engagement, and workforce capacity. These recommendations offer a clear, evidence-based roadmap for transforming One Health from a conceptual framework into coordinated, operational action across global, regional, and national levels.
